Go through the castle, finish the stuff there, then go to Dragonspiral Tower - it can be found northeast of Mistralton, through Twist Mountain, then past Icirrus.Note that I don't recommend using your Master Ball there. Or you can get a second one from a man in the Castelia pokemon centre if you have traded with 50 different people (have pokemon with 51 different ID numbers)
